Around 200,000 people live in Saarbruck. More than 60,000 people commute daily in and out of the city. Therefore, the citizens of Saarbruck are heavily reliant on the private transport system.
The city of Saarbruck is concentrating of the development of a complete public transportation system, with an emphasis on rail transit.  The system should not end at the city limits, but rather should include the entire region.  The utilization of existing heavy rail infrastructure would result in considerable savings in investment over new rail construction. The first line of the Saarbahn, from Saareguemines in France to Lebach in Germany is approximately 45 km in length.

The stretch of track is divided into three areas:

  • One electrified strectch of heavy rail track from Saareguemines in France to Saarbrücken-Brebach in the east section of Saarbrücken's inner city, which will be  under the jurisdiction of DB AG.
  • One section of the rail line, which is 15 km long, runs through the central city and the municipality of Riegelsberg.  This segment will be newly constructed.
  • The third section has in the 1990s begun to be constructed.  This construction will be continued, resulting in a stretch of rail between Riegelsberg-Walpershofen and Lebach. 

The first section of the Saarbahn was developed between 1997 and 2002.  The Saarbruck system united the dual-voltage tramtrain technology with low-floor cars for cross-border transit (between Germany and France).  The Saarbahn thus demonstrated the possibility of a inter-country metropolitan area system.  In addition, the buses and rail share a common tarif system.  The numbers of riders validate Saarbruck's success:  public transport modal split increased from 17% to 22%.
